Clean development mechanism (CDM) validation and verification

Overview
The Clean development mechanism (CDM) is an arrangement under the Kyoto Protocol allowing industrialised countries with a greenhouse gas (GHG) reduction commitment to participate in emission reducing projects. With the help of CDM, countries which have set themselves an emission reduction target under the Kyoto Protocol (Annex I countries) can contribute to the financing of projects in developing countries (non-Annex I countries) which do not have a reduction target. The project should contribute to the sustainable development of the host country and reduce the emission of greenhouse gases. The achieved emission reductions can be used by the Annex I country in order to meet its reduction target.

Clean development mechanism (CDM) certification
The purpose of the CDM as defined under Article 12 of the Kyoto Protocol is to assist developing countries in achieving sustainable development, while contributing to the stabilisation of greenhouse gas concentrations in the atmosphere.

Clean development mechanism validation
CDM validation is an independent third party assessment for project design. The project's baseline, the monitoring plan (MP), and the project's compliance with relevant UNFCCC (United Nations Framework Convention on Climate Change) and host party criteria has to be validated in order to confirm that the project design is sound and reasonable. All CDM projects have to be validated to determine the rationality of the project and to provide assurance to the stakeholders.
Clean development mechanism verification
CDM verification is the periodic review and determination of the monitored greenhouse gas (GHG) emissions reduction that has occurred as a result of the registered CDM project. A successful verification determines the amount of emission reduction credits earned by the contributing country. Certification is the written assurance that a project activity achieved the emission reductions as verified. The CDM executive board (CDM EB) issues the carbon emission reduction credits based on the successful verification of the CDM project.

Benefits of adoption
Establishes the integrity of your project design, monitoring plan and all supporting assumptions
Establishes the integrity of your systems and processes for monitoring and reporting emissions from the project and the emissions reduction data
Provides the UNFCCC with confirmation of your conformance with CDM decisions, procedures and methodologies
Certifies that you achieved your GHG emissions reductions as verified, letting the CDM EB issue the CER's.

Certification process

The certification process is a multiple-step process. The certification cycle is described briefly:
Application for certification from client
Offer from TUV India
Offer acceptance from client and order confirmation by TUV India
Preaudit (optional)
Certification audit
Issue of certificate on successful completion of certification audit
Surveillance audits at defined interval
Recertification audit

TUV's services
CDM projects aid developing countries like India to gain a new source for financing sustainable development. TUV India functions as a Designated Operational Entity (DOE) in the JI/CDM project. TUV India, in association with TUV NORD, provides comprehensive service during the entire JI/CDM project cycle, i.e. starting from new methodologies submission, validation to recurrent verification and certification. TUV India also participates in verification of the European Union's emission trading scheme.
